If someone is decapitated, is it best to handcuff them to protect everyone around them?

If someone is decapitated and happen to be really strong. They will attack without even knowing that they are. They won't be able to see, hear, or smell what is going on. They also will not be able to think or know what's going on. They won't have a brain, eyes, ears, or even a nose. They can walk and move their arms. But they cannot know what they are doing. They can run off into the wilderness and be wild like a wild animal because they don't know what is going on. This makes me wonder if it is best to keep them handcuffed or perhaps chained up on a leash to protect everyone around them.
