My '98 Honda Civic clutch pedal is hitting the floorboard before engaging gears.?

Sometimes I can't get it to shift at all and the pedal will stick to the floor. When I had the tran fluid changed recently it shifted better but now it's back to the way it was. Is this a problem with the clutch or transmission? How much would it cost to repair or replace so I know if I should just sell the car.
