In Kuwait why was President Bush seen brandishing a sword?

From the news clip it appeared that it may have some ceremonial or cultural significance in the Arab world. I recall seeing similar clips of Saddam Hussain firing riles in the air in front of a huge crowd. What is the meaning of this ritual in the Arab world? Why might have President Bush been urged to do it?
