Isn't it time procreation was taken more seriously?

Why not take the abortion laws a little further? Shouldn't parents be allowed to let their baby live for at least a year before termination just to see if it's a keeper? Should stupid people be allowed to procreate? Shouldn't Obama tackle these problems right away while he still has the attention of Congress and the Senate.
